Feature request: Locale-defined decimal and thousands separator characters

Locale-based definition of the decimal and thousands separator characters, like the ``{\tt DECIMAL-POINT IS COMMA}'' clause in COBOL. (Suggested by Jens Peter Bork, who notes that since none of our numbers actually use thousands separators, we might simply accept either a period or comma as a decimal point.)
